Board Meeting Minutes for 3/5/2009 7:05pm – 8:35pm Ashley Inn, Cascade

Present: Kathy Riffie, Rob Terry, Peggy Terry, Dan Gallagher, Mike Smith, Wayne Brown, Dick Carter, and Cameron Cordova

Last meeting minutes (2/5/2009) were approved.

FCWP has received the bathymetric survey data CDs from Idaho Power. A copy has been distributed to Steve Holt with Toothman Ortman, a copy will be mailed to REP, a copy has been distributed to the City of Cascade, and a copy will be retained by FCWP. There is a letter explaining how the data was collected, etc. that should be distributed with the data.

There was discussion regarding the Fischer Pond Park kiosk and North and South access points for spring construction for the DEQ and Parks and Rec grants. More input is needed for the signs and brochures for the kiosk. A meeting will be set up with the Fischer Pond Park students to design the kiosk together so we can incorporate the student’s ideas from the beginning of the design process.

Treasurer stated FCWP checking account balance is the same as last meeting ($6,242.47). Reimbursement for Parks and Recreation grant expenditures should be within the next 2 weeks. Board is to review IRS form 990 before submitting to the IRS. Board unanimously approved that Faron Gilbert’s bill be paid for the gravel at Fischer Pond Park.

Laura Moore grant application is being worked on. FCWP was awarded a grant in the amount of $3,200 from the license plate program for signage. Some of this money needs to be spent on the kiosk.

Board unanimously approved that letters of support for 2 proposed paths in Cascade be signed on behalf of the FCWP by Kathy Riffie, Secretary.

Valley County Pathways asked FCWP and anyone else locally for input on a path plan for Cascade. Dick said the city already had one and that he would locate it and share it with Valley County Pathways.

A final signed MOU pertaining to the economic impact analysis has been received from U of I. The faculty member in charge of it will travel to Cascade over spring break to learn more and will travel to Cascade again during finals week to present the findings.

FCWP received a Valley County Fair and Rodeo booth form. It needs to be clarified whether FCWP will require their own booth or if there is room with the Horizons setup.

A meeting took place recently with adjacent landowner Phil Davis to discuss the proposed whitewater park project and address any questions or concerns.

FCWP received $1,356 from the Horizons program to be applied towards the Making Waves fundraiser expenses. Board unanimously approved reimbursement amount of $100 to Mick and Kathy Riffie for the video rentals. Board unanimously approved reimbursement amount of $95.40 to Leslie Freeman for poster printing costs. Posters for the event were displayed and handed out for distribution.

Devon Barker made a video promoting the Riggins whitewater park. She is willing to make changes to it so it reflects the Cascade Whitewater Park. The video can be viewed at www.rigginsidaho.org.
