Cascade Chamber of Commerce 5-26-09

The meeting was called to order by Mike Crevelt.

Kathy Hull made a motion that was seconded by Jason Speer to approve the minutes of the 5-19-09 meeting.

Jason made a motion that Kathy be in charge of the Chamber web site and that all changes to the site must go through her. Bill Wheeler seconded the motion and it passed. Bill made a motion that Jason seconded that advertising on the web-site be set at $40.00 per month with the money to go into the General Chamber account where it will be used for marketing if possible. The motion passed. Kathy will send an e-mail to the chamber members making that offer.

It was agreed that the Board will review the Chamber by-laws and bring them to the general chamber for approval.

After discussion, it was decided that Chamber meetings for June, July and August will be held at the Cascade Store. Mike will be in charge of bringing lunches of alternation pizza and deli sandwiches which will sell for $5.00.

Nathan Wyatt from radio station KDZY in McCall attended and told the members that they are committed to announcing the parade and fireworks for the 4th of July. He assured everyone that their participation is not dependent upon sales of advertising but he handed out brochures outlining the options that are available to local businesses for ads. Vic Koshuta reminded everyone that Cascade High School Graduation is this Satur day, 5-30-09 at 2:00 pm.

The first softball tournament of the summer will this coming weekend, 6-30 -31 at the softball field with 6-7 teams slated to participate.

Cascade Chamber of Commerce 5-19-09

The meeting was called to order by Ann Young.

Scotty Davenport made a motion to accept the minutes of the 5-12-09 meeting. The motion was seconded by Sandy Moats and passed.

Ben Wellington made a motion that was seconded by Jack Knoblock to pay bills for Frontier for $84.44, Idaho Transportation for a parade permit for $50.00 and for the Entertainment books for $212.00. The motion passed.

Ann handed out a financial report that showed a current balance of $12,835.42 with dedicated funds remaining of $5,170.00 for a balance of available operating funds of $7,665.42. She reminded the Chamber that we have to keep in mind that we will probably owe Rouse Publishing an unknown sum after Renae Nelson completes her audit.

Scotty reported that he will be attending the Cascade City Council meeting on May 26, 2009 to ask for their help with the street cleaning being planned just before the 4th of July.

Scotty also reported on the presentation by the University of Idaho students for the “Bridge to Bridge” plan they have been working on for Cascade. He said the meeting was well attended by 50+ people and that their map was exceptional and well received. They will also be working on grants and financing.

Tony Hartshorn announced that the Roxy Theatre will be having live comedy shows on 6-6-09 and 6-20-09 both at 9:30 in the evening after the movie.

Jack Knoblock reminded everyone that the Legion will have their Memorial Day ceremony at 12:00 noon at the Legion Hall on 6-25-09 and also at the local cemeteries.

They will also have a Flag Disposal ceremony at the Legion Hall at 1:00 the same day. Anyone having flags that need disposed of can contact any Legion member.

Valerie from Cascade Public Library is seeking more sponsors for their Summer Reading program. Anyone who is interested can contact the Library.

Treasurer’s update: The IRS form 990 has been mailed. There is no change in the checking account balance. A promotion packet is being worked on for further funding requests.

It was moved to reimburse Peggy Terry $496.63 for several 5 year secure domain names for Kelly’s Whitewater Park. It was approved (4 ayes, Board Member Peggy was absent)

Fischer Pond Park update: The board had previously approved a kiosk design by Dwight Jividen. Lodge pole logs have been donated for the kiosk. Help is needed on sign content and content on the big map. Jim Fodrea had volunteered to engineer the kiosk. He handed out a kiosk design drawing for review. Any input should be directed to Jim or Dwight. Rolling the parking lot hasn’t occurred yet, but will get done soon. Input was received that people wish for a porta potty at the walking path trailhead. It was noted that a porta potty already exists near the Fischer Pond access. Local Boy Scouts will be working on cleaning up the North city lot between Leisure Time and Water’s Edge. The date for this is to be determined. It was attempted to access the old Mill Site to collect more rocks to rip rap at the Fischer Pond Park ramp but the gate was locked at the Mill Road access.

Walking Path Erosion Site Bank Stabilization update: Sesech will charge $300-$400 to put together a conceptual site plan for the bank stabilization project along the walking path at Fischer Pond Park. Jim Fodrea volunteered to put together a proposal for the bank stabilization project for free. A small group meeting was suggested for Jim to be able to gather information on what has already been attempted at that site, etc. It was mentioned that the Forest Service has a stinger tool. It was also suggested that logs could be laid along the bank.

REP sent an updated estimate of the amount of rocks needed Kelly’s Whitewater Park. 8,000 cubic yards are now estimated. 1,800 cubic yards were in the original cost estimate. Therefore costs associated with the rock line item should see a dramatic increase. We are waiting for REP to go over their estimate again to confirm the rock quantities and finalize the preliminary plan and the cost estimate. An estimate for hauling rock was presented at $20/ton. One suggestion was that rock be harvested from the city parcel just west of the north fishing bridge. Harvesting rock there could then create a larger parking area for fisherman and river users. ITD is cleaning rocks out of the canyon and stockpiled at the Round Valley rock dump location. Rocks will be able to be hauled from that location in addition to the other rock stockpiles in the area. It was mentioned that the Forest Service has a bunch of rocks in the Yellow Pine/Warm Lake area for sale. It was suggested also that Boise County has rocks from the Banks-Lowman Road and they could be asked if they wish to be rid of some of them. The quality of the Boise County rocks is unknown.

Island update: It originally was stated that a submerged land easement was needed from the Department of Lands for the instream whitewater park. However, that was on the assumption that fees were going to be collected from users of the whitewater park. Since no fees are being collected, no submerged land easement is needed for the instream whitewater park. A submerged land easement is needed for using the Department of Lands island. Currently are waiting to hear back from DOL to see if we need the island surveyed to obtain the submerged land easement. No other agency claimed the island so it defaulted to DOL. It was moved that it be approved to survey the island if needed. Motion was tabled. The west side riverbank/old mill shoreline has been disturbed and ownership lines with DOL will need to be clarified as well. It was mentioned that a survey may not be needed if the easement goes to a public entity. Going before the Land Board was discussed in an effort to expedite the island easement process and confirm with them that it is going to be used for park purposes. Bob Fodrea volunteered to contact the local McCall DOL office first to try and facilitate communication between FCWP and the local DOL office.

Miscellaneous: A cleanup is scheduled next Saturday, May 9th, at 9am. The U of I students are presenting their master plan for the Recreation Corridor Monday, May 18th, at 6:30pm at the Ashley Inn.

The meeting was called to order by Mike Crevelt.

Ben Wellington made a motion that was seconded by Bill Wheeler to approve the minutes of the 5-5-09 meeting. The motion was approved.

Jason Speer reported that work was continuing on the Grant. Renae has received the papers she needed and should be conducting an audit of the Rousch books soon. He hoped to have something to report next week.

Valerie from Cascade Public Library reminded everyone that they need the pledges and any new pledges for their Summer Reading Program. Please send checks as soon as possible so that they can order T-Shirts.

Jason said that the SW Idaho Travel Association (SWITA) has invited the Chamber to be a member of their Board and to partner with them in advertising. The Marketing Committee will be working on this.

Mike has spoken with radio station KDZY (98.3) owners Mike Schaffer and Nathan Wyatt who have agreed to announce and play music for the fireworks and pos sibly the parade. They will also broadcast whatever they announce over the radio. They will be at the next Chamber meeting to talk about their proposal and to sell ads for their broadcast. Everyone is asked to urge them to include the Parade at that time. Kathy Hull will ad this information to the 4th poster she is putting together.

Scotty Davenport announced that there will be another meeting of the U of I students who will present their plan for “Bridge to Bridge” at the Ashley Inn at 6:30 on Monday, May 18, 2009. He also said there will be another Geo Thermal meeting at the Ashley Inn at 6:30 on Thursday, May 21, 2009.

Tony Hartshorn from the Roxy Theatre said that they are looking into holding a Street Dance every Friday night starting June 6, 2009. They are also talking to the Capital City Market about the possibility of having Farmer’s Markets in Cascade on Sundays.

COMMUNITY PARK DESIGN PRESENTATION MAY 18th @ 6:30 PM AT THE ASHLEY INN

Four students from the Department of Landscape Architecture at the University of Idaho will present a comprehensive master plan for the Cascade “Edge to Edge” River Park at the Ashley Inn on Monday, May 18 at 6:30 PM. Students in Architecture, Bioregional Planning and Community Design and Landscape Architecture in collaboration with University of Idaho Extension and UI Cascade Horizons have been working on the park and several other projects for Cascade and the region for the past year. A number of ideas and concepts have been explored that incorporate the many ideas shared by community members as well as the research undertaken by students and faculty in several classes.

The Monday, May 18 evening presentation will feature the collective work of landscape architecture students: Dorieana Hassett, Will Howard, Ben Blodgett and Jesson Buster. The master plan features a number of park amenities including access to the Kellly’s Whitewater Park, a series of biking and walking trail systems, a recreation center, a redesign of the lagoons to incorporate a Living Machine and a series of wetlands, community gardens and many other elements. The plan also demonstrates how the City of Cascade might connect more directly with the Edge to Edge River Park, how it reflects the Bioregional Planning students comprehensive plan for Cascade and ways in which to manage storm water.

Community input and participation has been vital to each phase of the project. Please plan to attend this event and view the student work lead by Professor Steven Drown and Extension Educator Barbara Brody. Cascade Chamber of Commerce 4-14-09

The meeting was called to order by Mike Crevelt.

Scotty Davenport made a motion that was seconded by Ardene Grefsrud to approve the minutes of the 4-7-09 meeting. The motion passed.

Bill Wheeler made a motion that was seconded by Jason Speer to pay the bill from Financial Ins. Group for $550.00 for the Winter Jamboree Insurance. The motion passed.

Kathy Hull reported on the Softball Tournaments. Beau Goodwin has been hired to run the tournaments to be held the weekend after Memorial Day, the Fourth of July and Labor Day. He will be paid by the SVCRD. The City has not committed to anything concerning the Concession Stand except to advertise for bids. The Chamber’s part at this point will be to find sponsors for the three tournaments. We are looking for two to three sponsors for each tournament at $200.00 each. That money will go to T-Shirts with the sponsor’s names with the balance to go into savings to help defer expenses for more tournaments next year. So far there are two sponsors committed to the Labor Day tournament, two for the Fourth and one for the weekend after Memorial day . One or two more are considering.

Jason reported on the ITC Grant Fund. He said there is approximately $2900.00 left in the account which will be used to pay for an ad placed in the McCall Magazine before the committee was formed and to help toward settlement with Rouse Publications when Renee has completed her audit. There will be no grant applied for this year.

Bevin Ercanbrack reported on the Fishing Tournament to be held May 2-3,2009. It will be the 20th anniversary of the tournament and is thought to be the largest Trout Tournament in the State. One thousand fliers have been distributed. Scotty made a motion that was seconded by Bill to co-sponsor the tournament with Howdy’s at no financial cost to the Chamber. The motion passed. This will enable the tournament to request donations from beer companies. The Sober Grad and the Senior Center will benefit from the tournament.

The Whitewater Committee has cancelled plans for the Flatwater Races over the 4th.

The Duck Race is still being contemplated but a volunteer to run it will need to s tep forward.

Dwight Jividen passed out maps of the Whitewater Park concept . He also spoke about an idea they are working on that will provide paths from the Moxy Java building to the school and down School St. to the Old State Highway. The plans should be to ITD by Fall.

Vic Koshuta reported that there is a track meet and Prom this weekend. There will be a Midnight Movie for after Prom at the Ro xy Theatre.

Scotty volunteered to coordinate a street cleaning group for the 4th of July weekend.

A reminder: There is a Geo Thermal meeting at Ashley Inn at 6:00 pm Friday 4-17-09.

Yvette Davis gave an update on the Softball Tournament Committee. Tournaments will be held on 6-6-09, 7-4-09 and Labor Day weekend. The committee will be meeting tomorrow 3-8-09 with the man being intervie wed to run the tournaments.

There will be no Cinco d Mayo this year at the Legion Hall.

There will be an Easter Sunrise Service at 7:00 am at Trinity Pines on Easter . Free pancakes will be served after the service.

A suggestion was made to have Ben Wellington put the Chamber phone number on his sign and to put weekly updates on the Chamber answering machine.

Board Meeting Minutes for 4/2/2009 7:03pm – 9:15pm Ashley Inn, Cascade

Meeting called to order 7:03pm

Meeting minutes from March 3 and March 16, 2009 were approved.

The FCWP received a $500,000 donation from Mark and Kristina Pickard. The whitewater park will be called Kelly’s Whitewater Park. $100,000 has been wired to the FCWP account with $150,000 more to be wired in the next couple days. The remaining funds will be distributed, at a minimum quarterly, or as needed and requested by the FCWP. It was suggested that the funds be placed in a bank account with higher interest returns.

FCWP received a $3,200 grant from the wild rivers license plate funds to be applied to the kiosk for Fischer Pond Park. This grant requires that the kiosk display boating regulations. Becky Cooper is working on the kiosk sign designs. A meeting was had with the CHS Fischer Pond Park students regarding the kiosk. They requested that the FCWP purchase the signs they purchased for Fischer Pond Park. Steve Drown with the U of I will be approached about the possibility to get any kiosk designs from U of I students. Discussion was had regarding sign and kiosk design and construction. A kiosk planning committee was established and Karen Balch, Ardean Grefsrud, and Dwight Jividen volunteered to be on it.

It was recommended that now is the time to look for more funding for the land based improvements.

Discussion was had regarding access to the project site for construction.

REP has all the survey data they need now for the preliminary design.

Gary Lacey with REP will be coming up to Riggins for a meeting on April 9th. He will meet with FCWP as well. He will have some preliminary drawings of the preliminary plan.

Discussion was had regarding concerns that were raised regarding impacts to wildlife by boaters and the increased foot traffic along the pathway.

The county does have jurisdiction over approximately 35 acres of the old Mill Site. This section was not annexed into the city and a Conditional Use Permit with Valley County will have to be applied for. A concern was mentioned that no county representative is present at meetings.

It was mentioned that riprap should be placed higher along the ramp at Fischer Pond Park so the rip rap is well above mean high water line. It was suggested that rocks start to be stockpiled for the wwp project. A question for Gary Lacey with REP would be what quantities and what sizes.

It was suggested that the island just off the old Mill Site be surveyed. Bridge options from the west side of the shore to the island were discussed. Hans Barbonus will be back in Idaho in 2 weeks.

Valerie Ahlstedt was introduced as a public relations coordinator for the whitewater park project. Discussion was had that it is a good idea to try to keep the media interest in a project that is beneficial for the community versus concentrating on the negative impacts of Tamarack.

U of I and local high school students have been/are being approached about designing a logo for Kelly’s Whitewater Park.

Mark and Kristina Pickard are going to have a statue made of Kelly Brennan for placement with the whitewater park. A veteran’s memorial will also be made.

Interest was expressed about Mark and Kristina and their interest in the whitewater park project.

Discussion was had regarding the true economic impact of the proposed whitewater park.

Once the preliminary plan has been developed, landowners, agency personnel, and public can be invited to review the idea and provide input.

Flatwater Festival is planned for July 4th. Chamber of Commerce has requested the ducks for a duck race fundraiser. Some opinions were expressed that the FCWP would be a better fit. It was mentioned that approx. 15-20 people would be needed to put on the duck race itself. A coordinator for the Flatwater Festival is needed.

It was decided that the FCWP needs to meet more than once a month. The next meeting is to be determined after meeting up with Gary Lacey of REP on April 9th.

Cascade Chamber of Commerce 3-31-09

Mike Crevelt called the meeting to order.

Bill Wheeler made a motion to accept the minutes of the 3-17-09 meeting. The motion was seconded by Gloria Ringel and the motion passed.

Kathy Hull reported on the Softball Tournament Committee made up of the City, Southern Valley County Rec District and the Chamber. They have met with a possible candidate for running the tournaments and are waiting to meet with him again on 4-1-09 to hear his proposal. They will also meet with the City on 4-14-09 about their decision concerning the rent and concession stand. The Chamber is being asked to find two sponsors each for three tournaments. They still have to set an amount for sponsorships.

Ann Young made a motion that was seconded by Bill to refund Mike for personal checks he wrote for $150.00 to Idaho Parks for the fireworks permit and to the State of Idaho for $30.00 to renew the Chamber registration of Officers. The motion passed. He also reported that only the State of Idaho highway permit was still ne eded for the parade. It is expected to cost $150.00. Bill said he has contacted Pat Quinn who is making inquiries for us with radio stations to find an announcer. Bill made a motion that was seconded by Scotty Davenport to offer lodging to an announcer up to $200.00. The motion passed.

Scotty talked briefly about the Whitewater Park including the Horizons plans with the U of I.

Mike appointed a committee to look over the Chamber By-Laws to see if more changes need to be made before they come to the Chamber body for a vote.

Cascade Chamber of Commerce Minutes 3-17-09

The meeting was called to order by Mike Crevelt

Ardene Grefsrud made a motion to accepted the minutes of the 3-10-09 meeting. The motion was seconded by Bill Wheeler and passed.

Bob Tilden reported on the meeting he had with Paula Koshuta about the Softball Tournaments this coming summer. (Steve Yamamoto couldn’t attend the mee ting). Paula gave Bob some good advise and agreed to contact someone in Boise who might be interested in the position being offered by the Southern Valley County Recreation District. The SVCRD has committed to putting $10,000 into the ballfield this summer and to fund a Tournament Coordinator at roughly $25.00 an hour. Bill Wheeler made a motion that was seconded by Kathy Hull to allow Bob to move forward in discussions with the SVCRD and the City of Cascade concerning the ballfield and tournaments. The motion passed.

Scotty Davenport announced that the Long Valley Geothermal Consortium will be meeting April 17, 200 9 from 6-8 at the Ashley Inn in order to update where that Consortium is headed. Everyone is encouraged to attend.

Mike handed out a flyer outlining Thunder Mountain Days 2009. Ann Young made a motion that was seconded by Scotty to hold Thunder Mountain Days on July 4, 2009 with “Back To Basics” as the theme, Gail and Ruth Redmon as the Grand Marshalls, $7000 dedicated to the fireworks and $1000 dedicated to the necessary insurance. The motion passed. Mike said that the Military Flyover is scheduled and that he and Kathy will be looking for announcers.

Bill made a motion that was seconded by Bob that the treasurer pay Frontier Telephone $192 and Idaho Media that produces the McCall Magazine $1927.00. The motion passed. $1000 of the McCall Media ad will be paid with the last of the Grant money and the balance will be paid from the general fund. Bill noted that hopefully this will be the last of the surprise bills coming to the Chamber that the current Executive Committee was unaware of. He also reiterated that a decision had been made in December that if any person orders advertising or goods without a motion by the Chamber of Commerce, they will be obligated to pay the bill themselves as of 11-01-08.

Ryan Redmon announced that the Fair Board has obligated themselves to $10,000 for stock for a rodeo that will probably take place over Labor Day.

Since 3-24-09 will be Capital For A Day in Cascade, no Chamber meeting will be held. The next meeting will be 3-31-09. Everyone is encouraged to attend Capital For A Day at the Legion. A schedule will come out this week in the Advocate.

$500,000 Gift Makes Idaho’s First Whitewater Park Go

CASCADE, IDAHO Thanks to a generous gift from Mark and Kristina Pickard of Miami, Idaho’s first whitewater park will become a reality in Cascade. The Pickards, who own a vacation home in Tamarack and are often anonymous philanthropists, have stepped firmly into the spotlight by committing $500,000 to the Friends of the Cascade Whitewater Park (Friends). The whitewater park will be named in honor of Kristina’s late sister, Kelly Brennan. “We love Valley County and are excited by the stimulus the park will create both in Cascade as well as in neighboring areas”, the Pickard’s said.

This donation puts the whitewater park fundraising effort over the top. In response, the engineering and other efforts are to proceed with all possible speed. According to Cascade Mayor R. W. Carter, the in-river construction of Kelly’s Whitewater Park can be largely completed this fall provided all timelines can be met. Preliminary economic analysis suggests that Kelly’s Whitewater Park will add in excess of $1,000,000 in retail business annually to area merchants. Further economic studies are in progress at the University of Idaho, with reports due out this May. Whitewater parks have been wildly successful in improving the economies of their home cities and surrounding areas.

For many years, Cascade has envisioned a greenbelt running from bridge to bridge for walking and bicycling. Kelly’s Whitewater Park is expected to be the foundation of what is now envisioned as a 200 acre park along the river with plenty of room for the Southern Valley County Recreation District pool facility.

The park will feature 3 manmade rapids offering kayakers, rafters, canoeists and even tubers an exciting place to play and train. Scheduled competitions will attract a large number of spectators who will undoubtedly enjoy the Kelly Whitewater Park and the surrounding Cascade area.

“I would like to thank Mark and Kristina,” said Mayor Carter, who is also the Friends Board President, “for their interest and faith, in what will be Idaho’s first whitewater park.” The whitewater park idea began in 2006, with Mayor Carter pushing for the project, knowing the great economic benefit it could bring to the Cascade area. The Friends of the Cascade Whitewater Park was organized in 2007 and was granted official non-profit status in 2008.

Cascade Chamber of Commerce 3/10/09

The meeting was called to order by Mike Crevelt.

Scotty Davenport made a motion that was seconded by Sandy Moats to approve the minutes of the 3-3-09 meeting. The motion passed.

Ben Wellington made a motion that was seconded by Scotty Davenport to pay the following bills:

Ashley Inn – room for Kelly Chamberlin, Auctioneer

Wheeler’s Pharmacy – envelopes for thank-you notes for auction

Postmaster – postage for thank-you’s

The motion passed.

Mike Smith from SVCRD reported that he had been to the City Council to ask for the appointment of a representative to a committee to explore ideas to bring softball tournaments back to the softball field this summer. Steve Yamamoto was asked to represent the City. Bob Tilden volunteered to represent the Chamber of Commerce. The two of them along with Mike Smith will begin to explore ideas. Mike said that SVCRD had agreed to finance a coordinator for the tournaments.

Mike Crevelt said that he is working on permits for the 4th of July parade and fireworks. The Legion was thanked for a donation of $250.00 that they gave toward the fireworks. Possible themes for Thunder Mountain Days were discussed and tabled until the next meeting. Please bring your ideas to that meeting.

Mike Crevelt announced that the Chamber meetings will continue at Gramma’s until June when the Cascade Store will reopen.

Board Meeting Minutes for 3/5/2009 7:05pm – 8:35pm Ashley Inn, Cascade

Present: Kathy Riffie, Rob Terry, Peggy Terry, Dan Gallagher, Mike Smith, Wayne Brown, Dick Carter, and Cameron Cordova

Last meeting minutes (2/5/2009) were approved.

FCWP has received the bathymetric survey data CDs from Idaho Power. A copy has been distributed to Steve Holt with Toothman Ortman, a copy will be mailed to REP, a copy has been distributed to the City of Cascade, and a copy will be retained by FCWP. There is a letter explaining how the data was collected, etc. that should be distributed with the data.

There was discussion regarding the Fischer Pond Park kiosk and North and South access points for spring construction for the DEQ and Parks and Rec grants. More input is needed for the signs and brochures for the kiosk. A meeting will be set up with the Fischer Pond Park students to design the kiosk together so we can incorporate the student’s ideas from the beginning of the design process.

Treasurer stated FCWP checking account balance is the same as last meeting ($6,242.47). Reimbursement for Parks and Recreation grant expenditures should be within the next 2 weeks. Board is to review IRS form 990 before submitting to the IRS. Board unanimously approved that Faron Gilbert’s bill be paid for the gravel at Fischer Pond Park.

Laura Moore grant application is being worked on. FCWP was awarded a grant in the amount of $3,200 from the license plate program for signage. Some of this money needs to be spent on the kiosk.

Board unanimously approved that letters of support for 2 proposed paths in Cascade be signed on behalf of the FCWP by Kathy Riffie, Secretary.

Valley County Pathways asked FCWP and anyone else locally for input on a path plan for Cascade. Dick said the city already had one and that he would locate it and share it with Valley County Pathways.

A final signed MOU pertaining to the economic impact analysis has been received from U of I. The faculty member in charge of it will travel to Cascade over spring break to learn more and will travel to Cascade again during finals week to present the findings.

FCWP received a Valley County Fair and Rodeo booth form. It needs to be clarified whether FCWP will require their own booth or if there is room with the Horizons setup.

A meeting took place recently with adjacent landowner Phil Davis to discuss the proposed whitewater park project and address any questions or concerns.

FCWP received $1,356 from the Horizons program to be applied towards the Making Waves fundraiser expenses. Board unanimously approved reimbursement amount of $100 to Mick and Kathy Riffie for the video rentals. Board unanimously approved reimbursement amount of $95.40 to Leslie Freeman for poster printing costs. Posters for the event were displayed and handed out for distribution.

Devon Barker made a video promoting the Riggins whitewater park. She is willing to make changes to it so it reflects the Cascade Whitewater Park. The video can be viewed at www.rigginsidaho.org.
